The Housing and Community Development Act of 1974 (Pub. L. 93–383, 88 Stat. 633-2, enacted August 22, 1974) is a United States federal law that, among other provisions, amended the Housing Act of 1937 to create the Section 8 housing program, authorized the United States Department of Housing and Urban Development to award "Entitlement Communities Grants" under the Community Development Block Grant program, created the National Institute of Building Sciences, and established the first federal Urban Homesteading program.
